Eastward NATO expansion was fundamentally impossible in 1990

At the time that the "one inch eastward" claim was made, it wouldn't even make sense for it to apply to NATO expansion because there was quite literally no country east of Germany that could have joined NATO.

Here are two maps of Europe in 1990, one right before and one right after German reunification on October 3rd.

Where would NATO expand eastward to? There was no country to expand NATO eastward to. East of Germany was just Warsaw Pact countries and then the USSR, which had not fallen at the time that James Baker talked about "not one inch eastward".
