The story of 14,000 civilians being killed by Ukraine is an intentional misrepresentation of facts for the purposes of propaganda. They took a real UN report that did mention the number 14,000, but then fabricated what that number meant. That 14,000 death toll is all casualties, military and civilian, from 2014 to 2021 in the Donbas, as a result of both Russian and Ukraine.
